7th October: World Day for Decent Work

So today is the World Day for decent Work, organised since 2008 by the International Trade Union Confederation. It is a day for mobilisation for all trade unions across the globe, from Fiji in the east to Hawaii in the west. Last year, the focus was on Organizing workers. Let's look at what this year's focus is, in Belgium and for ITUC.

C’est aujourd’hui la journée mondiale d’action pour le Travail décent. Les syndicats et leurs amis des organisations de développement et environnementales du monde entier l’affirment très clairement : si l’on continue de faire n’importe quoi en matière de politique climatique, on met à mal l’emploi, tant au Nord qu’au Sud. Le message se répercute dans le monde entier : There are no jobs on a dead planet! (il n’y a pas d’emplois sur une planète morte !)

Les nouveaux décideurs politiques de notre pays font erreur en ne misant que sur l’austérité et la réduction des charges pour les entreprises. En investissant trop peu et en faisant des économies sur la politique sociale et écologique, ils hypothèquent toute possibilité d’un avenir durable. Le changement climatique et la justice sociale ne sont pas des problèmes de luxe que nous pouvons reporter à demain. Nous avons d’urgence besoin d’une politique qui aborde réellement le réchauffement climatique d’une manière socialement juste. Plus encore, nous sommes convaincus qu’investir aujourd’hui dans une politique climatique réfléchie est bon pour notre économie et peut créer des milliers d’emplois décents. Nous pouvons à la fois réduire la pollution de l’air, mettre progressivement un terme à notre dépendance aux énergies fossiles coûteuses et garantir l’atteinte des objectifs climatiques.

C’est à nos pouvoirs publics qu’il revient de faire un choix. Les scénarios et les plans sont sur la table. Nous demandons dès lors à nos responsables politiques, en Belgique, de…

• Stimuler le rythme de rénovation de nos habitations ; 
• Préparer notre réseau électrique à fonctionner davantage avec des énergies renouvelables, en production locale et à la demande ;  
• Prévoir des transports publics plus performants avec une offre plus étendue le soir et le week-end ; 
• Investir deux fois plus dans les infrastructures liées aux déplacements à vélo ; 
• Accélérer la croissance des énergies renouvelables en continuant de soutenir l’installation de parcs éoliens offshore, le stockage énergétique et les investissements des particuliers dans les énergies renouvelables.

Wij hebben berekend dat zo’n ambitieus investeringsplan zal zorgen voor 60.000 bijkomende groene en waardige  jobs in België. Dit zal een boost geven aan de verduurzaming van onze economie.

 

Maar ons land moet  ook z’n verantwoordelijkheid nemen ten opzichte van de landen in het Zuiden die het zwaarst zullen getroffen worden door de klimaatverandering. Wereldwijd zijn er dit moment al drie maal meer vluchtelingen door natuurrampen dan oorlogen. Het gaat over 22 miljoen mensen die vandaag hun werk en hun inkomen kwijt zijn. In de minst ontwikkelde landen in het Zuiden is de link tussen klimaatverandering en waardig werk onmiskenbaar. Grote multinationals aarzelen niet om landen met elkaar in concurrentie te zetten en dreigen voortdurend om hun productie te verplaatsen naar landen met de laagste sociale kosten en de minste ecologische ambities. Een mooi voorbeeld hiervan is het recente verlies van 1.200 arbeidsplaatsen bij Caterpillar in Gosselies. Dit was grotendeels te wijten aan een concurrentie gebaseerd op minder “waardige” en minder “schone” productie.

Als de Belgische overheid echt haar verantwoordelijkheid ten aanzien van de mensen en de werknemers in het Zuiden wil nemen, betekent dit: 

• Effectief en ondubbelzinnig de engagementen voor klimaatfinanciering nakomen. België moet beginnen met een kwantitatieve doelstelling voor 2013-2015 van minstens 50 miljoen euro per jaar. Deze middelen moeten naar de VN-klimaatfondsen vloeien, namelijk het Adaptation Fund en Green Climate Fund. 
• Garanderen dat producten, waar ze ook zijn geproduceerd en die bij ons op de markt komen, gemaakt zijn in respect voor internationale sociale en ecologische normen ( waaronder fundamentele arbeidsnormen van de IAO en de klimaatconventies). De hoge Europese sociale- en milieunormen moeten bewaakt blijven én versterkt worden. Ze mogen niet herleid worden tot competitief nadeel door het toelaten van consumptie van ingevoerde producten die in minderwaardige omstandigheden geproduceerd zijn. 
• Sluitende sociale en ecologische clausules, vergezeld van klachtenprocedures en sancties, voorzien in alle internationale handels- en investeringsakkoorden.

The world is on an unsustainable path. Vast numbers of working people face insecurity in their jobs and the highest levels of inequality in living memory. One half of working families have experienced unemployment or reduced working hours in the past two years, while 1.2 billion people still live in extreme poverty.

Basic rights to union representation and collective bargaining are under threat in many countries and under direct attack in others. Employers are even trying to undermine the right to strike, by challenging decades of legal recognition for this most fundamental right at the ILO.

Too many governments are failing to protect working people today, and failing to build a sustainable future for the generations to come. Catastrophic weather events caused by climate change are already ruining lives and livelihoods, yet political leaders have still to find the courage to make a global climate agreement. There are no jobs on a dead planet, but when governments do act to reduce carbon pollution and equip the communities and industries for the climate challenges to come, many more jobs will be created.

The dominant global economic model is destroying jobs and the planet. This weakens democracy and undermines justice for all. The world’s trade unions are the most potent force to defend democracy and fight for justice and a sustainable future. On October 7 - the World Day for Decent Work, unions across the planet will be holding rallies, workplace activities, public actions and a multitude of other events, in support of justice for workers and climate justice.

Together we can build workers’ power, organising and mobilising to hold politicians and business to account, and to transform the failing economic system of today to one that delivers prosperity for all on a sustainable planet.
