What happened in Bangladesh regarding social protection in 2023?

Bangladesh saw some measures taken related to social protection in 2023:

  • Universal Pension Scheme (UPS)

In August 2023, the Bangladeshi government introduced the Universal Pension Scheme (UPS). Under this program, citizens aged under 50 can enroll by paying a fixed premium for at least 10 years. Upon reaching 60, beneficiaries receive pension payments. Notably, both the deposited premiums and pension disbursements enjoy tax exemptions. Additionally, beneficiaries have the option to withdraw up to 50% of their accumulated funds as a loan.

  • Garment Workers’ Minimum Wage Increase

Effective December 1, 2023, the minimum wage for garment workers rose from 8,000 taka to 12,500 BDT (approximately 110€) per month. This was after many protests that met with violent repression and remains far below the trade unions unified demand of 24.000BDT/month.

  • Employment Injury Scheme for Garment Workers

Long awaited, this pilot scheme launched in 2023 is addressing occupational safety, the Employment Injury Scheme provides comprehensive support for garment workers. It includes data collection, rehabilitation services, and safety enhancements within factories. See ILO's June 2024 publication on its achievements here.

Climate Change Challenges

Also in 2023, Bangladesh faced climate-related health risks due to rising temperatures, floods, and cyclones. These challenges impact poverty reduction efforts and strain healthcare systems. However, addressing climate change can also yield health benefits, including improved air quality and disease prevention.

Anniversary Rana Plaza: Demand to ensure safe working environment in the garment sector


Today is that black, tragic day that we remember the factory collapse and killing of over 1.100 workers on 24th April at Rana Plaza in Savar, shocking Bangladesh and the world. WSM partner National Garment Workers Federation (NGWF) arranged a month-long campaign and programs for Rana Plaza Workers' Murder Day, to lobby for safer working environment in the garment industry.

As part of this month-long program "Rana Plaza, Tazreen - Never Again", a Workers Rally and a flower wreath were held at the Rana Plaza site and monument on Sunday, 24th April, 2022 at 10.30.

Through the rally, workers demanded a safe workplace for all garment workers in Bangladesh, so that tragedy like Rana Plaza or the Tazreen fire never happen again. NGWF arranged a short assembly before the start of the rally and speeches were given by the central leaders, Rafikul Islam Rafik, Mrs Nasima Akter, Md Kabir Hosssain, Md Faridul Islam, Md Faruk Khan, Sweety Sultana etc.

OHS as a fundamental principle and right at Work? Virtual conversations

As a follow up to the ILO 100th years Centennial Declaration on the Future of Work, the ILO has decided to proceed with the possibility to add ‘Safety and Health at work’ as fundamental principle and rights at work in the coming Labor Conference in June 2022. Find out more in our virtual conversation on “Safety and Health is a Fundamental Right at Work”, organized by INSP!R Asia (International Network for Social Protection Rights) and ACV-CSC International.

Over 50 participants from 6 countries (Bangladesh, Nepal, Cambodia, India, Indonesia and Philippines), our colleagues from Belgium attended, as well as from relevant stakeholders and networks like the ILO and ITUC-AP. Covid-19 vaccine survey: vaccination rate among workers in Bangladesh is negligible

Bangladesh Occupational Safety Health and Environment Foundation (OSHE) conducted a rapid sample survey among 60 workers at 6 working sectors (readymade garments, leather, ship breaking, construction, waste recycling and home based work) under the district of Dhaka, Gajipur and Chittagong. It found that only 27% workers received  the COVID-19 vaccine and 73% of workers have not yet received any vaccine from the government. The survey was carried out by OSHE foundation between 15 August to 10 September 2021.  

The analysis showed that 47% workers surveyed already registered through the government designated app (Surokkha) as managed by the Department of Health, but most have been waiting for a long time to receive a date for the first dose of the vaccine. 30% workers from the survey informed that they missed to register through the Surokkha app due to lack of know-how, lack of access to internet, lack of required registration related support from concerned employer, any relevant government agency, local health service provider or community based organizations.

According to a sector wise analysis, only 3% workers in the RMG sector received COVID-19 vaccine,  5% workers in the construction sector, 3% in leather, 8% in waste recycling sector and only 7% of home based workers. 

The vaccination rate among the ship breaking sector was found to be nil. Vaccination rate among female workers was found to be only 12% of the total number of workers. None of the workers from any sector reported any infection with the corona virus while only 8% of the workers had gone for covid-19 testing at local government facilities in the past.

Press Release 28 April 2021 Commemorating International Occupational Safety and Health Day

According to data from BPJS Ketenagakerjaan (Social Insurance Body on employment), cases of work accidents in Indonesia continue to increase from year to year. In 2017, BPJS Ketenagakerjaan recorded as many as 123,040 work accident cases in Indonesia (with a claim fee of IDR 971.95 billion), which increased in 2018 to 173,415 cases (with a claim fee of IDR 1.22 trillion) and increased again in 2019 to 182,835 cases (with a claim fee of IDR 1.57 trillion). Of these work accident cases, over 4,500 people died and more than 2,400 caused disabilities.

As of January 2021, the Indonesian Doctors Association (IDI) recorded 504 health workers died due to COVID-19. They consist of 237 doctors, 15 dentists, 171 nurses, 64 midwives, 7 pharmacists and 10 medical laboratory personnel. This number still excludes support staff such as cleaners, hospital staff and health volunteers who died or were exposed to COVID-19 due to their work. The death rate of health workers in Indonesia is the highest in Asia and the fifth largest in the world.

Every worker has the FUNDAMENTAL RIGHT to live and be healthy, avoiding work accidents or occupational diseases. Law number 1 of 1970 concerning Occupational Safety and Health (OSH) lays down the basic principles of implementing OSH. The OSH management system must be implemented in all workplaces, without exception, including the requirements for health protocols, personal protective equipment, OSH training, supervision, prevention, and treatment. Social security, especially death and work injury insurance, must be implemented in all workplaces.

The high number of deaths and disabilities continues to increase due to accidents and diseases in the workplace, among others caused by:

  1. Law no. 1 of 1970 concerning Occupational Safety and Health (OSH) can no longer answer current challenges and problems, especially after the COVID-19 pandemic
  2. The government has not made OSH a priority issue, so education and socialization regarding the regulations and importance of OSH are not optimal, especially for contract workers, seasonal workers, digital platform workers, informal workers, domestic workers, migrant workers, and workers with disabilities.
  3. The weak role of labor inspectors and law enforcement to ensure that OSH provisions are carried out properly according to the provisions, as well as the ineffective role of the OSH tripartite institutions at the national down to the company level.
  4. Weak awareness of employers to comply with legal rules on OSH. There are still many employers who consider OSH as a cost or burden, not an investment in human resources that can support workers productivity.
  5. There are still many workers who have not been registered with the employment Social Security program, especially women workers in the informal sector, contract workers, seasonal workers, digital platform workers, domestic workers, migrant workers, and workers with disabilities. As of February 2021, the number of active participants in Work Accident and Death Security benefits from groups of wage earners was 19.26 million, migrant workers were 350.000, construction service workers were 5.46 million people and participants who did not receive wages were 2.68 million people.
  6. The process of claiming work accident or occupational disease benefits is carried out by the company, while often the company is reluctant to report a work accident or occupational disease in order to maintain its 'zero accident' status. This is detrimental to workers, especially for workers who are exposed to diseases but are no longer working in the company.
  7. Apart from the problems above, currently BAPPENAS (National Planning Body) and DJSN (National Council of Social Security) are initiating a merger of the JKK (Work Injury Program) and JKN (Health Care Program) so that later curative financing due to occupational accidents and occupational diseases will be managed by BPJS Kesehatan (Social Security Body for Health). This plan will certainly be detrimental to workers who have received work accident insurance services in the form of curative, rehabilitative, and unemployment benefits, to vocational training.

To that end, we, International Network for Social Protection Rights Indonesia (INSP!R Indonesia), representing 13 civil society organizations, part of the International Network for Social Protection Rights (INSP!R), are demanding the Indonesian government to:

  1. Immediately revise Law no. 1 of 1970 concerning Occupational Safety and Health to answer the latest OSH challenges, and to make OSH a fundamental right for every worker, equally for men and women, without exception, in all workplaces, including OSH for contract workers, seasonal workers, digital platform workers, informal workers, domestic workers, migrant workers and workers with disabilities. Hereby, INSP!R Indonesia supports the position of the Government of the Republic of Indonesia to include OSH as a fundamental right of workers at the ILO 110th Session of the International Labour Conference in 2022.
  2. Increase the role of supervision and law enforcement of OSH regulations, as well as ensure the effective role of the OSH tripartite institutions in companies, particularly the implementation of Health protocols in all workplaces.
  3. Conduct education and socialization on OSH to all workers, with budget support from the APBN / APBD (National budget/ District budget) and BPJS Ketenagakerjaan (Social Security Body on Employment).
  4. Encourage the Ministry of Manpower and BPJS Ketenagakerjaan (Social Security Body on Employment) to open an effective space for reporting, complaints and claim benefits for work accidents and occupational diseases, including for persons with disabilities.
  5. Expand the participation and benefits of the Work Injury Security and Death Security Program for contract workers, seasonal workers, digital platform workers, informal workers, domestic workers, migrant workers and workers with disabilities.
  6. Strictly reject the plan to incorporate the Work Accident Insurance into the National Health Insurance because it will undermine benefits of programs for workers.
  7. Support the implementation of the “Independent” COVID-19 Vaccine, with strict rules and supervision without burdening workers at any cost.

Bangladesh - COVID-19: corona testing kits and food distribution

Gonoshasthaya Kendra (GK), the biggest health provider in Bangladesh after the government, is at the forefront by developing a corona-virus testing kit (see our previous post here), GR Covid-19 Dot Blot, which would allow detect infection in 15 minutes.
After the green light to import the needed material, GK plans to have a first batch finished by the 11th of April, so that it can be submitted to WHO and the Bangladesh Government. If they approve it, they can start mass production. As previously reported, they want to make this testing kit available for as many people as possible, at a very affordable price of 200BDT(2 EUR), to avoid a massive outbreak.

GK has also started food distribution, with over 2.000 families assisted last week. These packages include rice, lentils, cooking oil and other necessities, with which a family should survive for one month. GK hopes to be able to help 100.000 families in one month.  The National Garment Workers Federation (NGWF) distributed rice, lentils, potatoes, onions, soap, and other essentials to 213 garment workers. Also,  Bangladesh Occupational Safety, Health and Environment Foundation (OSHE) distributed masks, gloves, soap and awareness leaflets among the ready-made garment workers. They called upon the Bangladeshi government to declare COVID-19 an Occupational Disease under the labour law.

According to OSHE, at present over a million of workers and employees in health service, waste recycling, food and medicine supply chain, ready made garments, tea plantation, mass media, bank and financial services etc. in Bangladesh continuing to serve at workplaces due to urgent national and commercial needs with potential health hazard and inadequate health and safety protection. Many of them potentially get infected with corona virus at work and on the way to work or get back home during this pandemic period require necessary legal protection.

Repon Chowdhury, Executive Director of the OSHE Foundation said “This is very much a genuine and timely demand under the context of present reality in Bangladesh. COVID-19 needs to be declared as an occupational disease under the present national Labour law immediately through an official executive order by the government towards ensuring health and safety rights of the working population at workplaces passing time with the vulnerability and risk of Covid-19 infection”.

Urgent efforts are needed to ensure that vulnerable group of workers and employees with COVID-19 should have appropriate access to proper housing, with space for quarantine and social distancing while sleeping and eating, potable water and proper sanitation facilities on and off the job, free health care, safe transport, safe work practices and income protection.

India passes two of the four proposed and controversial labour codes, with dire consequences for workers, especially informal

From the Working Peoples Charter:
On July 4, the Economic Survey argued that a higher national minimum wage is central to addressing inequality and widespread poverty in the country. A couple of weeks later, the government of India trashed its own analysis by proposing a “starvation wage” of Rs. 178 a day. The Central government hit the nadir with a minimum wage hike of Rs. 2! Experts allege that it is a precursor of what is in store for millions of workers as the cabinet passed two of the four proposed labour codes – Code on Wages as well as the Code on Occupational Safety, Health and Working Conditions.

 Working people are a national asset - undermining their well-being is the biggest anti-national act. Need based Minimum Wage should be guided by Supreme Court jurisprudence laid down in Raptacos case, which is based on principles and test laid down by judiciary, and if any committee, any advisory board decided below this, has to give reason and recommendation.

The two codes were tabled for discussion yesterday by Sri. Santosh Gangwar, Minister of Labour and Employment. With this the Parliament has struck the proverbial hammer on the fate of millions of workers, robbing them of the possibility of decent work and wages, omitting the principles of determining minimum wages, an equal workplace and avenues for access to justice. Primarily driven by the interests of the industry, this predatory piece of legislation is all set to alter the labour protection landscape in India beyond repair and reclaim. It clearly shows that there is a clear drive to `informalise the formal` or `levelling down` which has been central to the overall architecture of the emerging labour regime.

Occupational Health and Safety training trickling down in Bangladesh

Another aspect of Bangladesh to highlight is the national networking or synergy.  As in other countries, WSM partners are offered the possibility to jointly develop services or lobby. From 2016 till 2018 part of the resources were invested in the Occupation Health and Safety Initiative, a “train-the-trainer” course which equips participants with the information and materials to put on their own training at the grassroots level with workers, community members, and members of their organizations.
A 2017 training participant from the public health organization Gonoshasthaya Kendra (GK) has conducted many grassroots workshops in the past on personal hygiene and first aid.  Based on last year’s 20-day ToT series, he has added occupational health and safety issues to his presentations so they now better address the reality of the people GK serves. Since last November, he has reached 800 people through his base-level public health and occupational health workshops. 
From 2019 onward, they will invest in the Bangladesh Social Protection Advocacy Network (BSPAN), a newly created multi-actor platform which gathers also the Bangladeshi AMRC partners.

2018 Update on the Bangladesh OHS Initiative

As an extract, here an email interview with Masud Parvez, previously the Training Manager and now the Project Coordinator of the Bangladesh OHS Initiative for Workers and Community.

What have the participants in the 2017 training course done with their new skills and information?
At the end of the 20-day training course, the first group of participants carried out several training programs for their own organizations, part of the general effort of the participating organizations to make occupational health and safety a part of their regular project activities. Our records show that 20
of the program graduates from the five organizations participating last year carried out a total of 106 training sessions, each lasting from two hours to all day long, for 2,400 participants. Each organization tends to focus on specific topics. For example, some focused on labor law and the role of safety committees, others on hygiene in the workplace, and still others on gender and domestic and workplace violence.
According to our follow-up training plan based on discussions with the member organizations, they will conduct another 108 trainings reaching 2,160 participants by November. These trainings will be
conducted by graduates of both groups, with the new graduates leading two sessions each.

Bangladesh: the OHS Initiative organises a refresher ToT training on OHS

One of the main objectives of the OHS Initiative for Workers and Community Project is to develop a pool of 75 Occupational Health and Safety (OHS) Trainers who will carry out a series of training by themselves to the rank and –file workers in different industrial sectors, with a target of reaching 6000 workers over a three year period. OHS Initiative recruited 29 Trainers from its five partners organization and provided in 2017 a 20 days long training on occupational health and safety, gender equality, leadership and workers rights, including basic ToT.

Over the last 6 months, the respective trainers (1st batch) of OHS Initiative project have been conducting their own training at the factory level and home based workers on safety issues.  Based on their field level training experiences and challenges, OHS Initiative designed and organized a 5 days long Refresher ToT course to re-energize the trainer’s knowledge, skills and confidence for the effective implementation of workers training at factory level. 

It was a refresher course aimed at mentoring the Trainers and increasing their knowledge on how they can best improve their training program in the workers community. The Refresher Training of Trainers course was five days with in total 26 participants. During the course, they viewed basic occupational health and safety, workplace risk assessment, ergonomics, safety committee and leadership. In addition, a new topic has been included in the course content on collective bargaining and conflict management as per participants demand.  Participants also developed a short module on basic OHS and practiced it.

Bangladesh Home Based Workers: OSHE produced documentary

In Bangladesh, Home Based Workers are the most vulnerable among all informal workers. Generally they remain invisible; even their contribution is not recognized in national economy statistics. These workers work at the bottom of the supply chain and are exploited by contractors in various ways. Home-based workers remain excluded of existing labour laws and social protection schemes.
They work out of the public eye with low wages, lack of security, and deprived of social dialogue structures. Despite these problems, they contribute to export various products including ready-made garments, artisan craft, showpieces, sporting goods, pharmaceuticals packaging etc. Bangladesh's current laws do not permit home-based workers to form workers' welfare associations, even though the Bangladeshi government has ratified the ILO convention 87 and 98. Until now no initiative has been taken to form organization for HBWs and there is no effective initiative of national policy to protect HBWS and provide social security.

Why the Bangladesh Accord on Fire and Safety will be here until 2021

In reaction to recent statements concerning the future of the Bangladesh Accord, the Witness Signatories to the Accord on Fire and Building Safety in Bangladesh—Clean Clothes Campaign, International Labor Rights Forum, Maquila Solidarity Network, and the Worker Rights Consortium—wish to respond regarding the continuation of the Accord's inspection programme. Recent statements have led some to erroneously believe that the Accord is scheduled to end in 2018, and one should ask whether such an early departure is even desirable given the limited progress made in the development of a credible and functioning national safety regulatory body.

In the wake of the Rana Plaza building collapse—the deadliest disaster in the history of the global garment industry, in which 1,134 workers were killed—three initiatives were launched with the purpose of averting further industry tragedies in Bangladesh: the Accord on Fire and Building Safety in Bangladesh (Accord), the Alliance for Bangladesh Worker Safety (Alliance), and the National Action Plan on Fire Safety and Structural Integrity (NAP).

The Accord is an agreement reached between over 200 apparel companies, eight Bangladeshi union federations, and two global unions. This unprecedented safety agreement is based on legally-binding commitments by apparel brands to ensure that hazards in their factories are identified and corrected. The Accord has overseen factory renovations—from installation of fire doors to strengthening of dangerously weak structural columns and beams—that have already improved safety for over two million garment workers. This success can be attributed to the Accord's distinct approach, which combines independent safety inspections with multi-brand leverage, financial support and legal accountability to ensure that problems are not only identified but are fixed.

In comparison, the Alliance and the NAP are smaller, less transparent, non-binding programmes that do not benefit from the same level of brands' commitment to change, especially when it comes to financial feasibility.

To ensure that the safety improvements achieved under the Accord are maintained and expanded, brand and union signatories of the Accord announced in June of 2017 that the Accord has been extended for three years, until May of 2021. To date, 48 companies, including H&M, Inditex (Zara), Primark, and PVH (Tommy Hilfiger, Calvin Klein), have signed the new Accord, with many more likely to follow in the months ahead. These signatories represent many of the largest brands and retailers in the world and most of the Bangladesh RMG sector's key customers. Their combined commitment means that the 2013 Accord successor agreement will cover at least 1,400 factories and a majority of all export garment production.

The purpose of the renewed Accord, which takes effect in May of 2018 when the current 2013 Accord expires, is to ensure that factories made safe under the Accord remain safe. At the same time, the new Accord will support improvements to Bangladesh's public regulatory regime, in order to strengthen and pass on this responsibility to the Bangladesh government at the end of those three years. As was agreed to in meetings on October 19 between brand and trade union signatories to the Accord, the BGMEA, and the Bangladesh Ministers of Commerce and Labour, the Accord will continue this work until the local regulatory bodies meet a set of rigorous readiness conditions.

It remains to be seen how long this transition will take; however, any objective assessment of the government's current state of readiness will conclude that there is a lot of work to do. In order for the Accord to conclude its operations, local mechanisms must be developed, put in place, and demonstrably running smoothly to ensure safe working conditions for the country's four million garment workers.

The leading global professional health and safety body today calls on employers to “step up to the mark” and commit to new standards on workplace mental health


A new report into workplace mental health clearly demonstrates the need for increased support for long-term sufferers, according to the Institution of Occupational Safety and Health (IOSH).

Each year, 300,000 people in the UK with a long-term mental health problem lose their jobs, according to the report, called Thriving at Work. The cost to the UK economy of poor mental health is estimated to be up to £99 billion. The independent review, conducted by Paul Farmer and Dennis Stevenson, makes 40 recommendations and urges employers, no matter what their size or industry, to commit to six core standards on mental health. IOSH says employers and relevant bodies need to take heed. Earlier this month, it published new research which found that employers need to do more to help employees return to work following absence because of common mental disorders.

Richard Jones, Head of Policy and Public Affairs at IOSH, said: “Employers have a vital role in providing supportive workplaces. It is time for them to step up to the mark on mental health.  All work needs to be ‘good work’ and effective management benefits individuals, businesses and the economy. Everyone can contribute to improving mental health at work and supporting people with problems. Health and safety professionals and professional bodies like IOSH are very keen to help organisations to get it right. IOSH provides lots of free guidance and tools on this. Action doesn’t need to be costly. Where there is cost, the report found that average returns far outweigh it, with around £4.20 for every £1 spent.”

AMRC: Let’s push the governments and relevant organizations for the collection of reliable OSH data for sustainable action

International Workers' Memorial Day takes place annually around the world on April 28 as a day of remembrance and action for workers killed, disabled, injured or made unwell by their work.

According to the International Labour Organization (ILO), across the world:
- Each year, more than two million men and women die as a result of work-related accidents and diseases
- Workers suffer approximately 270 million accidents each year, and fall victim to some 160 million incidents of work-related illnesses
- Hazardous substances kill 440,000 workers annually – asbestos claims 100,000 lives
- One worker dies every 15 seconds worldwide. 6,000 workers die every day. More people die whilst at work than those fighting wars.
 However, the above-mentioned data are years old and not being updated on a regular basis due to challenges associated with occupational safety and health (OSH) data collection in many countries of the world particularly in the Asia and Pacific region.

ITUC Calls for Asbestos Trade Crackdown

Brussels, 13 April 2017 (ITUC OnLine): The ITUC has called for international action to stop the trade in chrysotile asbestos, a toxic form of the mineral which is still being exported, including to developing countries.  A key step would be for chrysotile to be included on the list of substances under the Rotterdam Convention on trade in hazardous substances.  Trade unions and many governments will be pushing for the listing at the next international Rotterdam Convention conference in Geneva starting on 24 April.

What response given to Bangladesh factory fire killing 34 workers?

At least 34 people have been killed in a blaze in Bangladesh after a boiler malfunctioning at a factory that packages for Nestle and other companies. 10 workers are missing and hundreds are injured. "Waving their hands through the windows of the factory, the workers were crying for help but those who were outside could not go near the building due to huge flames," said Gul Chan, a housewife of a nearby tin-shed house. Rescuing people and extinguishing the fire took over 48 hours and 22 teams of firefighters and army. The fire happened in Tongi, just 12 miles north of the Bangladeshi capital Dhaka, and is the country’s worst industrial accident since the 2013 Rana Plaza building collapse that killed 1,135 garment workers. Tampaco Foils, which owns the five-storey factory, reportedly packages various items for several international brands, including Nestle and British American Tobacco.

Worker Rights Consortium, the International Labor Rights Forum, Clean Clothes Campaign, and the Maquila Solidarity Network responded to the explosion in a statement saying "it is vital for the public to understand that boiler safety is also a key issue in Bangladesh's massive garment sector. There have been numerous boiler explosions at garment factories in recent years (...) 
There has been major progress in improving fire and building safety in garment factories in Bangladesh, especially at the 1,600 factories covered by the binding safety agreement between unions and global apparel brands known as the Accord on Fire and Building Safety in Bangladesh. However, none of the safety initiatives in the garment sector, including the Accord, cover the issue of boiler safety. Accord standards concerning fire safety address the spread of a fire caused by a boiler explosion, but they do not address the prevention of such explosions - and, in an explosion the size of the one we have just witnessed at Tampaco Foils, limiting the spread of fire will not be enough to protect life and limb. This is a major issue that the Accord, all other building safety initiatives in Bangladesh, and the Bangladesh government must address."

WSM partners also intervened. Hearing of the fire, GK doctors and paramedics went there with an ambulance and medical supplies, as well as a team from the Government. GK medical team stayed there for three days and treated over a hundred workers and also members of the rescue teams. Most of the treated injuries were burns and were later referred to the Dhaka Medical College Hospital burn unit. On 18th of September, NGWF jointly with other trade unions held a a black-flag mourning-rally and also released a statement with their demands, including compensation to the injured and families of deceased according to ILO standards.

WSM partners attend AMRC training on social protection and occupational health and safety in Laos

The Asia Monitor Resource Center (AMRC), a strategic partner of WSM, is organizing a training on the link between social protection and occupational health and safety (OHS). This training  is organized July 19-20, 2016, in Vientiane, Laos (programme).

Two participants, Dr. Mohammad Hayatun Nabi from NGWF in Bangladesh and Mr. Shiva Prasad Devkota from ITUC-NAC in Nepal are attending on behalf of the WSM supported Asia Network on the Right to Social Protection.
